I don't envy your job right now.
I raise Chihuahuas and I keep the babies in the house, and with them underfoot it is a never ending job.
I have restricted their play to non carpeted areas only.
I am in the HOT south so all my dogs are inside during the heat of the day.
If one of them ever (EVER) pees on your carpet. I swear the others will find it 1000 years later.
I agree with the responder that mentioned the vinegar and water mixture. It is a very good pee pee stain/smell remover. It is very affordable and easy enough to make. You can rent the steamers from most grocery stores. Just compare prices.
You will probably want to go over the carpet twice so you may need the steam cleaner for the entire day.
But it may be to your benefit to restrict their movement from any carpeted areas of your home. If that is a feasible option.
It works for me because all of the babies and adults are kept off the carpet.
It is sometimes really difficult to look into those pitiful eyes and know you are the horrible monster that is keeping them off the carpet..
You will have to be strong......either a thorough cleaning of the carpet every few months, or big sad eyes.

There is this spray that is called "Anti Icky Poo", if that is too hard to find, then look for "Nature's Mircale." These help take the urine smell, and the proteins left behind out of the carpet, tile, wood, or concrete. Then you MUST steam clean the carpet. Any grocery store rents them for about $20-$30 a day. If not then I would suggest investing in one yourself, especially if your dog(s) is an indoor dog.

You have to get the special stain and odor remover from the pet store, that will remove the pheromones that the dog can smell even after the area is cleaned to our senses. There are many different kinds and as long as you arent trying to remove cat urine I think any of the enzymatic ones would work. Dog pee is alot easier to remove than cat pee, let me tell ya!!

You need to get an enzyme pet cleaner and steam clean the carpet with it. Also for fresh stains they have this fabulous invention called a SPOT BOT. It is a carpet cleaner made just for pet stains. You set the spot bot on top of the stain and leave it and when you come back the stain is gone. It cleans it right down thru the padding and everything.

They do make a product that neutrolizes the smell, but better than that there is a spray you can use that also will keep them away from certain areas you choose, just spray it where you need to. Also keep a pad out if necessary.

Steam cleaning is usually the best way to get rid of marks, smells, discolorations, et cetera. It can be somewhat pricey to get the machine, though.
