No, it isn't true. Good exists without evil. Take any solitary event: A person gives food to someone who is hungry. That is good. There does not need to be an "evil" to make it good. It's good merely by the virtue of it being beneficial to someone. Good and evil are not comparative in that they can be mutually exclusive and are not necessarily mutually inclusive.

NO! The absence of Love is Hell, The absence of Evil (Hate) is Heaven- strive toward a heavenly existance! Evil doers do not make me appreciate the good, my good doing suppresses evil and thats what its all about.

How would the absence of evil cause the absence of good?

That's like saying without idiots(you) there would be no intelligence.

I'd like to rephrase it in a different way.

without evil there would be good, so isn't it good to not be evil sometimes .

Without evil there would be all good and it is never good to be evil. God does not like ugly.

With good there would be no evil. So isn't it good to be good all the time. That is what the Bible teaches.

Here's what the Apostle Paul wrote to people who had similar questions.

What shall we say then? Are we to continue in sin that grace may abound? By no means! How can we who died to sin still live in it? Romans 6:1-2

But if our unrighteousness serves to show the righteousness of God, what shall we say? That God is unrighteous to inflict wrath on us? (I speak in a human way.) By no means! For then how could God judge the world? Romans 3:5-6

What then? Are we to sin because we are not under law but under grace? By no means! Do you not know that if you present yourselves to anyone as obedient slaves, you are slaves of the one whom you obey, either of sin, which leads to death, or of obedience, which leads to righteousness? Romans 6:15-16

No. We should all fight evil anywhere we find it, with every fiber of our being. If we give in to evil (temptation) the devil wins.
