The answer I would give is "no." If you send someone a thank-you card for the thank-you card they sent you, you will set into motion a neverending swirl of thank-you debts.
It's best to just allow the original Thanker to thank and leave it at that.

No, you don't reciprocate with a card. As one person pointed out, this would create a never-ending cycle of card giving that would undermine the purpose of the original card.
Instead, you might just mention the thank you when next you correspond with or speak to the person by commenting, "It was so nice to get your thank you card. I really enjoy hearing from you." And then change the subject so they won't know you are asking for more thanks. Do this if you feel a need to let the person know you received the card. Otherwise, don't worry about it.

Should? Hmmmm. If you know this person pretty well, it's a little bit like that old joke "After you..." Oh, no, "After YOU!" OH, no, please, after YOU!" And it goes back and forth until you are both laughing about it. If this question were dropped in my lap what I would say to myself is I will let that person know when I see him how very much that thank you from him meant to me (personal; face to face;eye contact) and I would then maybe send a Thank You to someone else who had been nice to me instead. If you want to send a Thank You card - take a minute and think of someone who would really appreciate getting one and send it to him. I'm going to turn 63 tomorrow. No. It makes you look like you have a brown nose if you do. I mean, oh thanks for saying thanks??? You could mention it to them if you see them and tell them it was a cool card or something. But I would only do that really if they asked or hinted about it. You could play that card game forever.. sometimes it's a little silly, but then use your own judgement. You know who you are dealing with.

No, it would be considered as over kill. Not to mention it could be rather confusing for them and eventually you. If you ever see that person or persons again acknowledge to them that you received their card, and smile. That is all you'd have to do.
