I have a real sweet old lady friend and she got a van from a friend that purchaced it back in 1989 and @ that time the person she paid $ to was gone from the house she went to origanally to buy it from &they MOVED OUT! (Reason- improper Papers) so sence then its been to Iowa and back and now Hers and not able to smog it! she invested more $ than worth and cant get it transferd in her name cuz no proof of its real owner. my friend never transferd it to her name do to its relocating to Iowa. just a temp-out of state pass @ that time1989 Its Registered to her & Insurance too. but now smog!!Cant qualify for the capps program do to the transfering of owners. She on SSI! and a OLD LADY!! Cant even sell it to salvage!! need the title to ask our state to help w/cost of smogging it! be legal!!She sence got a ticket and still cant fix that too. another $480.00 tords our wonderful states laws & trumped up game of regulations!! is there a loop hole i dont know of. ONLY REAL HELP PLEASE!!

Wont pass a smog test emmissions failed replaced egr & cataltic cunverter, tune up! need certificate for stickers

If it's registered to her, then she MUST have a title. You can't register a vehicle without transferring the title. Just go to the DMV and request a Lost Title.

Don't know why you can't get a smog test, though. The only thing that they want to see is the registration and proof of insurance.
