Ok, I think there are two possible answers to your question. He might be worried that a relationship with you, his best friend, may not work out and would destroy your friendship. Especially if he doesn't have any other friends. He probably loves you more than you could imagine.
The other option is that he's gay. I know, just hear me out. He may not have come to terms with it and has no idea how to tell you. Think about it. You guys are best friends, you're attracted to him and asked him to be your bf. He obviously llikes you a lot and is attracted to you but not sexually attracted to you.
Either way, I think you should tell him that you really like him as a friend and wish there could be something more between the two of you. Remind him that there is nothing that could ever change the fact that the two of you are the best of friends.

Well I don't have much information to put down but I think this guy really likes you. Unfortunately he's trying to keep his options open at the same time. This is a tough question to answer but my vote is get your feelings out there and let him know your friggen confused!

i cant give you that much information but i think all guys are jealous in some way or another. and, when he said he just wanted to be friends, i doubt that was actually true. he was probably just saying that because he didn't want to get too committed into anything. he doesnt want to see any other guys having fun with you except for himself. its not that weird, its almost normal for a guy
