First of all, let's define crazy as being a danger to yourself or others (including not being able to care for your basic needs). **This is what is true in California, it may be different in other states.**

If a person is reported (to police-or other peace officer, or directly to an inpatient facility) as acting strange, crazy, whatever, an officer will pick them up and bring them to a mental health facility. Upon arriving he/she would be interviewed by staff (usually a psychiatric nurse) and the determination will be made if he/she needs to be admitted. If it is determined that they need to be admitted (to an inpatient facility) they are held/treated/medicated for 72 hours. Then Psychiatrists and other mental health professionals determine if he/she is okay to be discharged. If not, they can be held longer. Eventually, if they are still not "better" the courts may decide to "conserve" him or her which means that they will, in essence be assigned a guardian and will be managed through the court.

It is a BIG book based on years and years of research (by allegedly "normal" people), called the DSM-IV with strict guidelines for the diagnosis of each and every mental condition.

You are getting pretty wacky answers on this one kid! In all cases it will be a psychiatrist...especially in criminal cases or where the person needs to be 'sectioned' , IE committed to a mental institution without their consent.
