1) Thank all the guests for coming
2) Include something nice about the new in-laws (your daughter's mother-in-law and father-in-law)
3) Say something sweet about his daughter and her new husband.

Say something very sweet of course, which shouldn't be hard to come up with about your daughter......and then after pointing out all her good qualities, add some humor by pointing out some flaws (taking too long in the bathroom, spending too much money on shoes, whatever suits your daughter) and how those things are now her husband's problem Hopefully you can honestly add in how much you like your new son-in-law (and how you will hunt him down if he breaks her heart).

My dad kept it very short and simple because everyone already knew he loves me husband like a son. He just said welcome to the family and I'm glad my daughter found someone who makes her happy. The he gave my husband a hug and gave me a hug too. Just let him know you are glad he makes your daughter happy becuase thats the most important thing.

you should tell her you love her, that your very proud of her, and remember something from her childhood. Tell her you hope her and her new husband can have a memory like that, and that they may be blessed with many years togather, and wonderful daughters just like her!
