Tear it off, use a scraper if you have to - sometimes people have spilled so much on the rug over the years that the carpet padding is stuck to the floor. If you must use a chemical to remove it, wear gloves, open your windows and put fans on to exhaust the air. You may need to rent a sander and refinish the floor.

We used a chemical to remove the stuck on residue left by our tenants and didn't follow this advice...handling the chemical barehanded caused nerve damage (unrepairable) and breathing the fumes caused one person to be hospitalized overnight.

Rip it up. If it is glued to the floor with tile glue or something like that which is common with older houses, you'll need to rip up as much as you can then use a floor sander. It's a real pain in the butt. I had to do it to almost my whole house years ago.

You can steam it out. Bleach also works
