Go to the Russian Embassy and get it certified.

Do not trust on a simple pic. Even with the passport in your hands, always checked with the Embassy for a confirmation. To same should also go for any official documents that is supposed to be issuied from a government agency (any government).

Unfortunately, without the original, it would be very hard to verify. Even with it, it may be a forged document. Be wary of someone willing to send a picture of their personal information. They may ask you for something similar to "verify you are who you say" then steal your identity to commit fraud on others or commit other crimes in your name. Be wary. I suggest you call your local branch of the FBI or the consulate. It may be simpler to just call it in to the police. If there is a "fraud ring" out there using Russian passports, they will probably be aware of it.

You can't. You need the original to be able to verify the various security features, such as holograms and such.
