As strange as it may seem, people deaf from birth will dream in sign language. If they don't know sign language, they will dream in whatever mode of communication they've learned.

People blind from birth will dream in sound and touch.

People who have gone blind or deaf but who could once see and hear will sometimes dream with their lost sense, and sometimes not. The longer they've been without the lost sense, the rarer the dream using it will be.

Someone born sightless will have no reference from which to create visions in a dream. They have no memory of seeing, so, there will be no sights in a dream. Their dreams will consists of distorted bits and pieces of their daily lives, much as the dreams of the rest of us experience.
