He is losing his hair around his neck and it looks a little red. He was wearing a normal collar and a flea and tick collar. I have removed both of them now. He is a chichua/pug.

It might be on too tight or he might be allergic to the flea/tick collar. You might want to try a liquid medicine instead. Make sure you can comfortably fit two of your fingers (side by side) under his collar. If you can't or it feels snug, make it a little bigger for him.

He is most likely allergic to the flea and tick collar. I have a cat who started loosing her hair around the collar (was also wearing a flea collar) and after a few visits to the vet, we found she had an allergic reaction.

The flea and tick collar may be too strong a formulation. Did you check the weight classification for its concentrate? That or the collars are too tight, but my first thought is the actual potency of the flea and tick collar as being too strong. The wrong collar can actually kill a smaller pet. For a bigger one I imagine that it just causes irritation, but I'm not vet so I'm just assuming...

your dog is constantly losing hair everywhere. The only reason it seems that he is losing hair more around his neck where his collar is, because the collar is keeping that lost hair in that area. When he is scrathed or the collar is taken off the hair comes loose. It's very normal

Alot of times the dog is allergic to the collar. Especially if the area is red. I would ditch the flea collar and invest in one of the better products like Frontline. They work alot better anyways.

it is natural for a chichua to be bald under the neck but I'd get rid of the flea collar and get him/her a shot

Because the collar rubs on the neck where the hair is. It is kinda what happens to my dog but she sheds ALL over lol.

because most dogs shed easily and the collar being there is like a hand constintly rubbing there ! you can take his collar off when he is in the house but when he is out you should out it on incase he runs away! ok?

his collar is probably to tight and is squeezing around his neck causing the hair to fall off

you say the skin looks red, is it dry as well? it could be from the flea collar but it could also be a hot spot.
