Typically they have an idea of who the person is, and ask family members who the person's dentist was. In cases where they do not know the victim's identity, they strip the flesh off the skull, put clay over it, and reconstruct the face. Then a sketch artist comes in and draws the "person". They use this sketch to go through missing person's logs, and sometimes it is released on the TV show "Missing". (Not the drama, the one where they are looking for real people.) They follow the leads that come in, then go after the dental records for suspected identities until they find a match.

If they think that they know who the decedent is, but can't ID them due to decomposition or burns, they find that specific person's dental records and use them to verify identity.

If the decedent's possible identity is not known, dental impressions and/or xrays are taken and compared manually to records already supplied on persons who've been reported missing.

If identification cannot be made in a timely manner, the dental records are held for future reference for identification at a later date even after the body has been disposed of.

Even if a body is badly decomposed, there is DNA evidence. They will use this to help with the identity (which they will use to locate the dental records) and then use the dental records for confirmation.
