Here is a great way of doing it. I call them "Thunder-eggs"

Pre-cook your meat.
Cut end off of Jalapenos and clean out seeds and membrane
Stuff Jalapenos with meat
Make of mix of Bisquick, cheese, and the remainder of your meat, and seeds and membrane
Make small patties of mix and wrap around each pepper
Dip peppers in egg wash
Roll in Shake-n-Bake
Bake for 45 minutes at 350 F

I would just replace the cheese with precooked/seasoned meat then batter & fry.

u would have to cook the meat before u put it in there because u won't be able to deep fry it long enough to cook the meat thoroghly
