When anyone talks about "making love" they are usually talking about sexual intercourse. There are some people who refer to any intimate sexual contact (even without intercourse) as making love. It really depends on the individual saying it.

"Making love" = "having sex (usually in a loving way)"
I think the reason that it's called that you are likely to fall in love with someone (or more in love with them) if you are having sex with them. So having sex with someone can make you love them more.
