At least half the sexually transmitted diseases that you can catch by putting your penis in a woman who has them can also be caught by putting your tongue in a woman who has them. Including both AIDs (fatal and incurable), and herpes (painful and incurable).
So you both need to get tested, you need to share your test results with each other (show here the paperwork they send you, don't just tell her, that way she knows for sure), and if you have anything you need to get treated. Then you both need to not have sex with anyone else, so you can't catch anything and then give it to each other.
Short of that, use a barrier: cut a condom open to make a sheet of thin rubber, lay it over her clit, and lick her through that. Or use plastic wrap (not the microwaveable sort, that has tiny holes in it).

yes if she is sitting on the toilet. ha,ha not really what you wish to hear. As long as she is clean, no broken skin or bleeding and you also do not have any cuts or mouth sores you'll be fine.

your mouth? if you have a cut in your mouth then yea you probably can if she has something.
your mr. wiggly? yes most definitly if you didnt use a condom and if she has something.

yeah, if you mean cunnilingus, get some plastic wrap first if you are unsure. People should really be tested if there is any reason to test I think though.
