Legally you need to have a mews (falcon house) large enough for your falcon to spread it's wings and secure enough to protect it from the elements; a bath pan, alymeri jesses, an accurate scale, a permit, a good leash and swivel, an outdoor area and perches. You need a sponsor, too. These requirements are for Illinois, so check on your individual state. There are plenty of other things you'll want to have, though- glove, hood (for the bird, not you) etc. This link is to an awesome sight on falconry. It has tons of info.

Check with your state's fish and wildlife department. They have all the regulations handy and will be willing to send them to you. You'll also have to apprentice under a General or Master falconer for two years.
