You can buy an ultrasonic bark controller that will work within 25 feet of the dog. When the dogs bark, it makes a sound that catches their attention so they stop. If your neighbors are next door, then you could conceivably use it. This link sells one... read the FAQ. Good luck!

Ya know everyone is so quick to pull out the call the cops card, Why don't you go politely talk to your neighbor and ask him nicely to do something about their dog. Chances are the dog is keeping them up too. Most dogs bark at night cause they don't get enough attention or their cooped up all day long.

Just talk to your neighbor and go from there, if your neighbor is completly uncaring then you can call the cops. But this will probably just lead to resentment and anger on the part of the neighbor towards you and the next thing you know you're not waking up to the sounds of a dog but the sounds of kid's egging and T-Ping your house.

I once had an elderly lady for a friend. She had a wonderful little dog. A mix of some sort. She had the dog trained well and it behaved very well. Learn here https://tr.im/byqI8

She kept an uncovered candy dish on her coffee table with candy in it. The dog was forbidden to eat the candy. When she was in the room observing the dog he did not even appear to notice the candy. One day while she was in her dinning room she happened to look in a mirror and could see her dog in the living room. He did not know he was being watched. For several minutes he was sitting in front of the candy bowl staring at the candy. Finally he reached in and took one. He placed it on the table and stared at it, he woofed at it. He stared some more, licked his chops and PUT IT BACK in the bowl and walked away. Did he want the candy, oh yeah. Did he eat it? Nope. They can be trained that well but most, I'll admit, are not trained that well. When I was a young boy, maybe 5 years old. We had a german shepherd. He was very well trained also. My mom could leave food unattended on the table, no problem. She would open the oven door and set a pan roast beef or roast chicken on the door to cool. No problem. He would not touch it, watched or not. But butter? Whole other story. You leave a stick of butter anywhere he could reach and it was gone. He was a large shepherd so there were not many places he could not reach. Really, I think the number of dogs trained to the point they will leave food alone when not being supervised is very small indeed.
.
Now if we are talking obedience training, not food grubbing, that is a different story. Way back when I was first learning obedience training one of the final exercises was to put our dogs in a down/stay and not only leave the room but leave the building for 15 minutes. The only person that stayed was our trainer, not the owners. Most of the dogs in my class did not break their stay, which would be an automatic fail. I'm happy to report my dog was one of the ones that passed.

did someone say shock collars? I'm amazed. How did that person think you'd be able to put those on your neighbors dog...?? Genius I tell you :)

Ok- 1st- if late at night- generally police can come out for noise ordinance.

2. call animal control- get em' investigated by saying the dogs are outside all the time barking- maybe they aren't being taken care of?

3. talk to them- if they are decent they will try. if they are jerks they won't.

4. buy a dog whistle. Not sure if it will make them stop- but you'd certainy get their attention- and the people wouldn't even know. Could be fun.

I had this same problem with a surround sound of eight dogs adjoining my yard. The police said to tape the dogs. I did property searches of the owners, sent them letters, then looked them up in the phone book. If I had their phone number, I called them when the dogs were barking at 3:00 a.m., 1:00 a.m. etc. If that didn't work, I visited them with the police. Needless to say, the problem did not last long.

Nothing you can do without your neighbor's permission... Best cure for a barking/howling-immune neighbor is a knock on the door by your local policeman.

There are many products out there. But if your neighbors are not willing to use them, there is nothing you can do.

However, if your neighbors own their home, you can complain to the city about it. If they are renters, contact the owner of the home. Believe me, if you call enough people will get tired of it and will take care of the problem. In most cities and states there is a law about noisey animals.

Hope this helps.

Tell your neighbor what is going on and to keep the dog inside. If they don't cooperate you can call your local animal control and they will help you take care of the situation.
