Can anyone help me find a source of names of USN Captains (and below) that are retiring or recently retired.?

I would like to contact them - for their benefit, definitely not mine. I am a Dept. of the Navy veteran.

You should contact the Bureau of Naval Personnel (BUPERS) and I think you will get their contact information; go to www.navy.mil and find a link to BUPERS.
