It temporarily cancels your Call Waiting
Cancel Call Waiting allows you to disable Call Waiting for the duration of one call. Dial *70, wait for a beep, then dial the desired telephone number. A caller will get a busy signal or be transferred to your voice mail.

It disables call waiting on your phone so that if somecalls you, they would just get a busy signal instead of "beeping in" on a second call.

it blocks your phone number from being seen *69 is to hear the last number that called u

Well Im not really shure but I know that *69 is suppose to block your number.
