Every now and then I will see a guy in a phone truck pull over to the side of the road, open up a box on the curb or pop open a manhole cover, plug a phone in and then start talking. Who is that guy talking to? And what could have been so important to him that he couldn't wait until he got back to the central office?

He is doing an onsite management. He is trying to solve the issue on site by talking to his boss/tech-team instead of driving back and forth from office to the spot.

Is it anyone's business but his boss to whom he is talking? In this day and age, many workers have to check in with the "powers that be." Many workers never go into a central office and thus must communicate back what is happening.

How about spending more usual time and worry about if you are doing the best job you can do? And if you have time on your hands, go volunteer and help someone less fortunate.

That guy could testing the phone lines in that part of the neighborhood and he could be talking to some one at the place that the line to the cable is connected to hear whether there is a good connection or not.

He is most likely talking to the central office! When service
technicians are in the field, they use those phones to have
a line checked, to determine if a line is operational, or to
communicate other information to their home office.

He probably has to check in with central office. maybe he has to make sure that the lines are working and if he calls the office, it information is recorded automatically in a data base.

Before cell phones, it was an easy way to check in with the office.
