My friend had a female Pomeranian which did that and it was the most embarrassing because sometimes she would do that and run around the house and then go flat on the floor on her back moaning and quivering for a few seconds. After that she would look as if she was completely exhausted. One time, several people watched silently when the dog did that and we were totally amazed. I don't think there is anything you can do to stop her.

Neuter him. Immediatly.
There are shock collars that come with a remote control. Zap him when he goes for it. That will stop him pretty quick.
Even neutered dogs do this and it is almost impossible to get them to stop because, well, it feels good. The only way is for it to suddenly feel bad, like a shock around the neck.

get her fixed.but if you don't want to when ever she mounts something command her to lay an her back and stand over her. make sure she doesn't think this is a game.stay like that for a minute or so.then let her go back to what she is doing. to do this procidure you have to become your dog's pack leader. to get some tips about pack leader you should watch this show:
"the dog whisperer with cesar millan" on the natinol geografic channel.

Take a small sharp Knife and cut His Long SPRING from his legs . I bet he will stop humping!!!

Get it neutered or spayed. That should at least slow it down.

TAKE HER TO THE VET AND GET HER FIXED.

WHEN AN ANIMAL IS IN HEAT IT IS NOT A PLEASANT EXPERIENCE FOR THE ANIMAL.
THINK ABOUT HOW YOU WOULD FEEL IF YOU WERE HORNY(AS HELL) AND YOU COULDN'T FIND ANYONE TO HAVE SEX WITH.
