You're usually out of power steering fluid. If you add the fluid and the sound is continuing, the pump might be damaged from it being low on fluid. Also, keep in mind that turning your steering wheel all the way until it doesn't go any farther and keeping it there as you turn, spikes the pressure on your pump and temperature astronomically, It can lead to destroying your power steering pump.

Yes check the power steering fluid but if it has been going on for a while you might need a new pump or a new rack and pinion. My 93 did the same thing and I ended up needing a new rack and pinion.

You should probably check your fluid level in the power steering receptacle. If you're not mechanically inclined, go to a mechanic. If you ignore the sound, you could lose the power steering all together.

Although you did not describe the sound, most often it is a squeeling noise, and either means the belt is loose or you are low in power steering fluid.

It is probably low on power steering fluid. Depending on the car's mileage/age, the power steering pump could be worn out.

Air in the system, low fluid. Check the fluid, if it is NOT low the pump is wearing out.
Most of the time the noise is air, cause by a leakage somewhere.

YOU'RE PROBABLY OUT OF FLUID AS A RESULT OF A LEAK. GO TO ANY PARTS STORE AND BUY A PINT OF POWER STEERING FLUID AND FILL THE RESERVOIR. THEN SCHEDULE AN APPT OR LOOK INTO WHERE THE LEAK IS YOURSELF.
