no but sometimes the bride or groom will aim for a certain someone. that's why they're supposed to throw it backwards over their sholders.

I don't see how their rigged! They are fun however. The bride gets to delicately toss her bouquet and the groom gets to wing the garter at all his single male friends. It's like playing ring toss!

Sometimes they might be, nut at most weddings I've been to the women are always scuffling for the bouquet, it really funny when you think about it

I really don't know it all depends how determined you are to catch it as for the garter usaully not to many guys get up for that one
