Nowhere does it say God rebuilt Earth as a planet.
God ordered the Israelites to kill all men, women and children of some tribes in that region, because they were from a seed that did not belong on this Earth. There were descendants of the Nephilim and other races that were not supposed to exist on this planet.
Genesis 6:4 it says "the Nephilim were on the earth in those days AND ALSO AFTERWARDS (meaning after the Flood) when the SONS OF GOD went to the daughters of men and had children by them, they were heroes of old, men of renown."
That is why God sent the Flood, to destroy the seed that did not belong on this Earth, and why He commanded the Israelites to kill all men women and children after the Flood, because they were from a seed of another galaxy that did not belong here.
Adam was not the first

He has not rebuilt the earth, yet. He has not fully destroyed it. In the future God will destroy it by fire. Then in Revelation 21:1 we read this: "And I (John) saw a new heaven and a new earth: for the first heaven and the first earth have passed away; and there was no more sea."
This is supposed to take place after the tribulation towards the end of time.

Nowhere does it say that God REbuilt the Earth.
In Genesis it says that He created it.
In Revelation it says that AFTER all the brouhaha about the End Times is over that there will be a new earth and a new heaven, but there's no explanation for when or how.

I don't think you mean rebuild the earth. I think you mean restore the earth which could be worded differently in Rev. 21:1.

Rev. 21:1
And I saw a new heaven and a new earth: for the first heaven and the first earth were passed away; and there was no more sea.
"passed away"
Greek parerchomai, par-er'-khom-ahee; from Greek 3844 (para) and Greek 2064 (erchomai); to come near or aside, i.e. to approach (arrive), go by (or away), (figurative) perish or neglect, (causative) avert :- come (forth), go, pass (away, by, over), past, transgress.
