That is called "less than three" and it is shaped like a heart, if you look at it sideways. So, I think some people use it to say love. Or at least that is what I gathered after seeing others use it.

It's a heart which can be use in online conversations like "I <3 you" meaning "I love you." Looks like you figured that out already though.
