There illegal to set off anywhere, including NY, however some states, like allow people to have them in their possession only (with out setting them off) and other states (like VA) allow people to buy, sell and have, but not set off. Unless of course you're a licensed professional.

Even worse, New York police have been staking out Pennsylvania fireworks shops on highways, and tailing New York cars so they can confiscate the fireworks and the cars when they cross back into New York.

I've seen TV news reports on it!

Fireworks are illegal in New York. Only licenced professionals are allowed to put on displays.
