wanted to get drivers licenes in another state,but they said va had a hold on them.

Maybe you should find out what your hold is for and then see what you can do about it. If there's a hold on your license and there's a valid reason they can hold them until whatever the matter is cleared.

You should go to the DMV and ask what's going on with the license first, if you can't go to the DMV then see what your state can do about it.

For as long as the judge says so. Once that time is over, you have to apply to the VA DMV to have your right to operate reinstated. Once that's been done, you will be free to get a license wherever you wish.
