if its leaking from the tube change it... DO NOT SMOKE OR TRY THIS WHERE THERE IS A POSSIBILITY OF A SPARK. DICONNECT YOUR NEGATIVE BATTERY CABLE.if you have the tools, drop the tank if you need to. there are 2 straps holding it up with 2 bolts unscrew the bolts down comes the tank. now there are wires connected to the fuel pump that is inside the tank. SO DONT PULL ON IT! Now you should be able to reach everything you need.

You don't have to drop the tank as you can usually sneak the tube out of the tank.. but the tank has to be almost on empty to do it.. But it's a rubber gasket that I have seen leak before.

But I recommend as the Ford Tech to bring it somewheres as sometimes they are a trouble to get out even by the professionals

You have a 3.8 v-6 normal shop rate hovering close to $90 at the dealers in the nation, you are looking probably $200 labor and about $15 for the part depending upon how bad it is to remove etc. (custom exhaust on a mustang has a habit of jacking the price another $200 labor... you basically have to cut it off to access the tank)

First of all 96 Mustang doesn't have a 3.6 but to answer this question. If I understand you right the seal from the filler pipe is leaking at tank. The only true way to fix this is order new parts from dealer, drain tank, drop tank or partially, to remove the filler pipe. You will have to remove the screws around the cap and underside of that is some more screws. Use some Vaseline to coat new seal install it tank and install pipe. Being a Ford Tech I recommend a good mechanic or take it to a dealer for repairs. This is a dangerous thing to drive it like this.

dont have the tank repaired, this is going to fee you greater beneficial than figuring out to purchase a repro tank. they (radiator/tank restoration shops) ought to drain any gas, then purge the tank for a minimum of two hours with water then straight away decrease out the affected section, weld interior the restoration patch, leak attempt it, then acid etch the interior of it so the hot anti corrosive lining could be utilized. all those maintenance are commonly in basic terms completed on rather uncommon areas.
