Arrest you for what? Driving the car illegaly? If they saw you driving it or even getting out of the driver's seat, then yes, but aside from that there are many things they could arrest you for besides driving the car illegaly.

you didn't specify arresting for what? you can commit a murder in the middle of the woods, miles from a car and they are still going to arrest you. Clear uo your question. If you mean can they get you for DUI then no they can't arrest you for that. They can arrest you for public intoxication, depending on the jurisdiction.

What was the alleged offense. DUI, Auto Theft, Speeding. Leaving the scene of an accident?

Had you been in or near the car -- If they saw you in or near the car, or if they had witnesses, you don't get off simply by walking away.

You have to ask a complete question before anyone can answer it. The citation can't possibly say, "wasn't in a car and wasn't driving"

They could if they think you have done something illegal that might have nothing to do with the car.
