I cannot afford an avian veterinarian(very expensive), who told me that the neck problem is quite common( Ive never had it happen before) He had a cockatoo that had its head turned so that it was on its back, he said the neck brace fixed the problem in 6 weeks.
Lovebirds are considerably smaller, so that is why I am asking for someone with experience with lovebirds.
They are otherwise healthy.

If the birds are held, they will straighten their heads to almost normal. But when they are put back in the cage they automatically turn the heads to look up.

This should be a self correcting problem. I would suggest however, that you throw out the food that you are currently using and buy some fresh food. Also feed more fresh fruits and vegetables.

There are many things that can cause a baby bird to have neck problems. If it seems to have little control over it's neck, it could be a neuroligical problem. A brace will not resolve such a problem. A brace will only solve a broken bone.

Something to consider is the fact that baby birds sleep significantly more than adults, so are most often found napping when not playing or eating. If the bird can eat and drink normally, you may simply have a sleepy baby. If your baby seems to be sleeping all the time and is fluffing it's feathers (if it has them yet), then you are likely dealing with a viral or bacterial issue. In that case, see a certified Avian Vet ASAP. Birds, especially babies lose their battles with illnesses rather quickly. Oftentimes, by the time the bird looks "off", it is beyond help.

As for creating and applying a home made brace, I suggest against it. Neurological, baterial and viral causes need to be ruled out. Only a Vet can do this. If you cannot afford a Vet, and want to be sure the baby is properly vetted, perhaps you can surrender him to the Vet, who will rehome it once treated.

If your are breeding birds or raising chicks you need an avian vet. That's all there is to it. How would you like to go through pregnacy without any medical care? Also, educate yourself. Checking out library books are free. Look at the pictures of baby birds, look at a bird skeleton, the necks are probably normal. Birds are built different than people, the spine is different and the neck is different, turning their neck over their back is normal, they often sleep that way! Putting a brace on without a vet can force your chicks necks to grow deformed causing both chronic pain and disability! The imagined cosmetic effect of a neck brace is not worth the real suffering! Has the vet you talked to SEEN your birds? Do their brothers and sisters necks look the same? It is not likely your whole clutch has hatched deformed!

i have been raising birds for awhile now and have never heard of a NECK BRACE FOR A BABY BIRD.while baby birds are in the nest they rest their heads on their back, as soon as they see an adult they stretch their necks out to be fed by the parent. they act the same way if you are hand feeding them. Just give them some time and a little TLC and they'll be alright.

Leave them alone.
No other Lovebird babies have needed neck braces in the history of the species, so I'm pretty confident that yours will be just fine.
Could be they just need a little more time. If you fuss with them, the parents may quit caring for them, and even attack them.
LEAVE THEM ALONE!!

A neckbrace for birds?!? Your kiding me, right?!? If you do it yourself, you could hurt the bird! Besides, it's a baby so if you meddle with it, the parents aint gunna be happy with ya. They might think there's something wrong with their baby and shoe it out.

I suggest that you leave them be...they are young. When our Dog had puppies one of them wouldn;t straighten up the front legs. So what I did, was feed her Vitamin E and her legs straighten right on out.
