Why do you think the pay is based on you being a woman? I agree that seems like a low wage, but it might be depending on the market you work in, or how financially sound the city is that you work for.
This is how management see it: I have this lady working her for 17 years, and we don't have to pay her much, so why should we raise the rate.
Companies start worrying about how much money they are paying people, only when everyone starts quitting.

How in the heck do you live off of that??! I make 11 an hour and i'm struggling-- and i don't even have a major mortgage payment.. well i think that's ridiculous- you need to ask for a raise-- or look elsewhere- i'm sure with your experience you can find another company that will hire you at a better pay-- my boss did it- she went elsewhere- got a better pay then got a raise 30 days later!! then again she wsa VERY lucky.. good luck!

if they're not giving you good pay because you're a woman, then you need to report that. But I doubt that's the case. Perhaps you chose a career that isn't a high paying job...it's like a secretary, no matter what and for however many years, It's not going to go from a 30,000 salary to a 50,000 salary just because I've been doing it 17 years. That's all my job is worth, so that's what I get.

The argument that women make less than men is tired and plain wrong.
What I really want to address is your entitlement issue. We live in a free market economy. That means that the wage you make is decided by the market place. You make $10 / hr because you do not have a competitive skill set.
If you are interested in making more money than you should further your education.

Government usually has a set pay scale that matches the job. I would question whether it is because of your gender. That job seems very stressful to me, and certainly worth more than that. Perhaps you could ask Human Resources who it is you can lobby for that pay scale to change. Then do a little wage survey internet searching for your state and see what comparable jobs are paying and present that to someone (assuming it is higher), to see if they can get a chance made.

In some places that is a liveable wage, in others it is not.
Do not know where you are living, so I do not know anything about the wage scale where you are.
Sorry, if you do not like it get another job.

Government jobs do not often reward performance being selfless has its price. Raises go to the friends and family not to the loyal civil servant.
