For modesty, to keep men from being turned on all the time. A lot of men stare at at a woman's breasts instead of looking at her face when talking to her. Even if they don't keep staring, that is usually the first thing a man looks at when looking at a woman. So we are doing the world a great favor by keeping our nipples covered! Not much work would get done by men if they saw nipples everywhere!

I dont know why any woman would do this. I dont know where some of these "Answer'ers" came from but I live in Canada and its %100 LEGAL to be topless. I mean the same applies as men if you are in a store but you can walk down the street topless and have no worries. Nipples are a beautiful thing and should never EVER be hidden!

Do you mean in public? For several reasons. First, it's against the law for a woman to not have her breasts covered, and secondly it's part of our societal norms.
If you mean when they are alone, I would have no idea, because I don't think women cover their nipples when they're alone. If you know a girl who does, it's seems a bit unusual. If that's the case, you might just ask her.
