Well I am still very young at age so I have had millions of tootsie pops because I have the largest sweet tooth so I would say about 9 licks for me because I bite into mine.

well it depends on how long you let it sit between licks.
then you also have to keep from biting.(which i cant do)
so it takes me about 5 licks and thats it
