Hmmmmm, lots of uniformed guesses here.
Holy Water is made holy by:
A) Obtaining pure distilled water.
B) Obtaining blessed salt. Plain sodium chloride that has been previously blessed by a priest asking that God bless it.
C) Putting the two ingredients together and having a priest ask God for His blessing upon the water. Then it's Holy. What we ask for from God in Jesus' Name, we get.
Holy Water is not to be sold. NO holy item may be sold. That is the sin of simony. Look it up. Any item made and sold for religious purposes may be sold and blessed, but only AFTER the sale may it be blessed. Only then does it become holy.
The closest you can get to selling holy water is the sale of Lourdes water. Small bottles filled at the spring at Lourdes can be purchased. But since they are not blessed they are not truly holy, just water from a spring where miracles of a medical kind have been shown to have happened. Bless that Lourdes water and it becomes blessed Lourdes water, NOT the holy water that is used in the Church for blessing other things, including you. THAT water MUST contain blessed salt. Lourdes water doesn't.

Holy water is regular water that has been blessed by a priest.
Holy water cannot be sold. You can get holy water at any church. Just bring a bottle and the priest will be more than willing to let you take some home with you.

You can get holy water from your local parish upon request, I believe. We always had some in our home when I was growing up. The only one who can "make" holy water is the priest who blesses it, although I believe that we are all blessed with a natural holiness and divinity and anyone could bless the water as long as it is in love.

Holy water is simply water that has been blessed (prayed over) by someone whom the Church (whichever Church that is) has given authority to do so (priests, deacons, bishops). I have seen it for sale in some Christian bookstores along with oil for anointing. While there are various accounts of oil anointing in the Bible, including instruction in the book of James to do so for the sick, I have found no account of water in the Bible needing a special prayer by a church authority to be used for God's purposes.

there is a joke that to make holy water you boil the hell out of it! LOL!
I wouldn't trust it to be Holy water if it wasn't taken from a Holy place, either the sea of Galilee or some place like that.
but you know, you don't need something like that, prayer alone still works great! try it!

Boil ordinary water, put in a bottle, seal the bottle and you can also pretend that you have got the holy water.
God is not sending holy water to any particlar person. It is just a cheating habit of the human beings that they pretend as if they have just come after meeting the God.

You can not buy it at the store. It is just regular water that has been blessed by a man or woman of the cloth.

to the best of my knowledge, holy water is blessed by a priest and is not sold in stores. water plays a big part in the church as it is a reminder of our baptism.
