This happens when I open a contact, appointment, contact... into a separate window. I even notice a high CPU load when switching from email view to contacts view.

As another option: Can I find out what piece of Outlook is consuming the resources? Maybe it's a plugin creating the problem, but the load monitor just shows Outlook as the culprit.

When you start a software program. it is normal for the CPU to spike, even up to 100%. However, the spike is transient and should subside after a second or two. However, if it remains high then there is a problem. A easy way to check is to call up the task manager. Press Ctrl+Alt+Delete and click on the Processes tab. Scroll down the list and look for processes that have unusually high CPU readings. Under image name are the names of the processes. The name should give away to the programs responsible for them (e.g. AOLacsd is Amerian Online). You can end a process by highlighting it and clicking [End Process]
