A green card holder can never get a US passport since a US passport is proof of US citizenship. He can only get that AFTER he has become a citizen.

What he can get sometimes, is a travel document. You need to get on the INS website or phone them. BUT is you have a passport from the country you ARE a citizen of, you can travel on that. The greencard will give you enterance back into the US. Just don't travel outside the US for more than six months. Then they start to wonder if you really live here or not.

You can't apply for a U.S. passport, because you're not a U.S. citizen yet. But you can apply for travel documents that the immigration people at the airport(s) will honor when you are leaving and returning. Just get an appointment at your nearest immigration office to ask for the travel documents.

No (they are nuts, don't listen to them.) However, there are special travel documents you can get with a green card that serve the same purpose.
