Buddhism, at least in some of its forms, does not have morality, per se. And it certainly does not have hell.
Hell is a concept that is pretty much only christian. Even Judaism doesnt have a clear concept of hell (like christians). Neither do any Indian religions or the Japanese religion of Shinto. Don't know enough about Islam (would be a good question.)

Yes, Bhudism and Wicca are the only two that come to mind, though. Bhudism you get to keep coming back to try again unitl you get it right and then join the divine light and Wicca doesn't (generally speaking) have a hell. Neither of which care one way or another (or they aren't supposed to) what anyone else beliefs. Also, Judeism doesn't seek out converts, so I'd probably include them on this list as well.

In Judaism, the belief is that monotheists (Jews, Christians, and Muslims) are righteous unless they do things like murder. I don't know if that counts as not having that tenet, especially since Judaism has no concept of hell.

The society of Novus Spiritus, a spiritual organization, whose basis is from Gnosticism, does not have this tenet.

Some Pagan religions. Wicca, for example, has one "law": "An it harm none, do as ye will". It's a live-and-let-live sort of thing.
