Is there more to that last sentence? Because while, yes, it could (and most likely does) mean "I love you", it could also be part of a phrase such as "Te quiero cantar" (I want to sing to you), "Te quiero dar____" (I want to give you ___), or even "Te quiero matar" (I want to kill you)! But given the context, I will go with the following translation:
I have to tell you something, that could make your heart happy. I love you...

I'm sure they meant (te quiero.... (I love you) But the real definition for te quiero, is I want you.
