There doesn't seem to be anything wrong with the statements grammatically. I think the problem you are "feeling" is the use of descriptive terms as nouns. To me, it sounds better, and I think it is more appropriate, to use "people with disabilities" rather than "disabled." A lot of places say something like, "We don't discriminate on the basis of race, religion, disability, etc."

In response to your additional statement, I think the reason we have to have these policies is because certain groups have and continue to be discriminated against--including women.

If "The City" is a proper name or a store or restaurant leave it the way it is. If you are referring to the city in which you live/work then "City" should not be capitalized. The only definite mistake is that there should be a comma immediately after "females". But hey, at least you spelled everything correctly. :)
