There are additional recurring costs. Will the community be willing to pay these in the future.
Land use. Are you building on undeveloped land? Will you eliminate land used for agriculture or forest?
Demographics can change, then the buildings are only marginally used.

As with many context-less question, this depends upon the situation. For instance, if there are few schools, but the school-age population has grown significantly (and will stay at a high level for several years), building new schools is a necessity.
Sometimes it is more cost-effective to build a new school rather than re-habilitate an old school.
On the other hand, there are situations where older schools are closed, and new ones are being built, I think the new buildings are wasting money which could otherwise be used for teachers, supplies and similar items.
In University situations, where new buildings crop up almost every day, I think the new buildings are ludicrous. The universities continually raise their tuitions. The money here could better be used to lower tuitions. Sometimes a new lab is necessary, but many times it is just building for building's sake, not for any need. Further more the current buildings are typically not well maintained, to begin with.

No cons, the sate has money to spend on education, why not build a new school. It helps the kids in the area, and provides jobs as well.
I'm a mason contractor I have built them. Its great foe everyone.
even if you have to sell your land to accommodate they will pay you well.

Goverent funds will now have to be allocated to a larger number of schools causing each school to get less....
example : $100 goverment dollars = $50 for two schools vs. $33 for three vs $25 for four etc...
