When a dog approaches a person wanting to be petted it is actually a sign of dominance over the person. If the person on the other hand instigates continued petting the dog may view it as a threat. Obviously this is not true in all dogs, but those with aggression issues.

I suppose the immediate instinct is for the pleasure of being petted, and then once the hand is getting close to the dog, his survival instinct tells him that it's a threat. So it could be the idea of being petted vs the reality of a hand right there in your face.

It is rare that a dog will bite without provocation. Dogs give all kinds of signals they are going to bite. They will typically growl and snap before they bite. If your dog does this he is telling you to back off. Heed the warning.

The dog wants attention and love from you. That's what makes it want to be petted. (besides, it feels good) Now, the biting could be from it tickles, the dog doesn't want to be petted in the place when he/she bit you(if this is the case, check for sores or bites from mites or fleas), or it just got to the point that he/she just didn't want to be petted any more.
