As far as I know: Yes, under the restriction of living in a so called Western living zone.

And the foreigner has no written right to get such a permit, it's more a generous practice.

It is a new law, but they do have some kind green cards that are possible for spouses to obtain. I think you need to be married for 5 years. I do not know anyone who has one. I am a foreigner married to a Chinese for 5 years and living in China for 2. I get my residence permit currently through my job.
