I think the question is more 'Do builder's radios only pick up rubbish radio stations?' Or do they have special stations like Builders FM which plays only rubbish 60s pop music.

My guess is that it's so they can hear it over the noise they make when they're working. A lot of people like listening to music while they're working and construction workers are no exception. They just need to play the music loud to hear any of it through all that noise. :)

According to my partner (Bricklayer) So that they can hear abit of music/news because they work in such a noisy environment! Headphones not allowed!!!

obviously you never worked in a noisy environment
you try hammering or drilling (or using an industrial dishwasher
: ))with quiet music.......see if you can hear it.
what would be the point of having it on if you cant hear it???????
