It's ok for you to date, but it may be unethical for you two to have sex as she is younger and she may not understand fully the consequences of sex also it is illegal in many countries. Best to wait til she's at least 16, but in the end it is her decision and yours.

No. She's way too young for you but I understand what you are going through...the 18 year old girls are dating 21 year old guys so you have no choice but to date a younger girl yourself.
