I mean it's made by fermenting yeast and sugar ( plus Ginger of course ) and that should produce alcohol, shouldn't it ?

Due to the kind of yeast now used and only letting it ferment a few days it just ferments just enough to cause carbon dioxide but not alot of alcohol.



the alcohol content when produced by the traditional, lost, process is high, about 11%, although yeasts available today, without the benefit of symbiotic bacteria, produce little alcohol.

Sone sugars take longer to break down in the fermentation process, and so you'll get the carbonation and some of the sweetness, but not the alcohol. Also, most likely there's not a lot of sugary raw material in the wort to begin with.

it takes a while to ferment yeast to produce alcoholic and ginger beer is normally made pretty quick couple days or so where as it will take a couple of year for it to rest to produce alcoholic

You need the yeast to make it alchoholic, ginger beer uses ginger which ferments the same but without the alcochol

It is definately alcoholic if you make it from a ginger beer plant.

because it does not contain alcohol in sufficient percentage to warrant it to be called as an alcoholic beverage

It does become alcoholic if you stick a whisky in it
