The Health Resources and Services Administration (HRSA) is a division of the United States Department of Health and Human Services whose goal is to improve access to health care for those without insurance[1]. According to the HRSA, the agency "envisions optimal health for all, supported by a health care system that assures access to comprehensive, culturally competent, quality care." [2] Headquartered in Washington, D.C., the HRSA has 10 regional offices and employs approximately 1,600 people. Its budget for FY 2006. US$6.6 billion.[3]

The agency lists seven goals[4]:

* Improve Access to Health Care.
* Improve Health Outcomes.
* Improve the Quality of Health Care.
* Eliminate Health Disparities.
* Improve the Public Health and Health Care Systems.
* Enhance the Ability of the Health Care System to Respond to Public Health Emergencies.
* Achieve Excellence in Management Practices

poppins has agood answer.. HRSA is a lot of things.. somtimes people with suspected mental issues are referred to this type of facility/program to go through the possibilities for diagnosis.. but, typically this can be where someone is placed for some kind of intense outbreak of extreme symptoms.. overly manic or depressed states of being bipolar .. an increase in delusions from schizophrenia.. or threats of suicide or self abuse..
This is both a treatment type of center as well as a place to get some immediate help when there are no other options available.
A place where observation and medication can bring aperson back to the world of so-called 'normal' again.. but much more compassionate than a loony bin for. the medical staff is there to help and in institutions the mindset is more of a place for people that have no hope for the future or have done something very, very wrong as a result of their mental illness.
