It's a very long story, the e in one has no value, so it is read (on-)
So on has nothing to do with one, and wan is another word in English, that have nothing to do with on or one, so we have three words on- without the e as it have no value, we have wan that for you equal one, and we have one = 1.
Then wan on one = 2 very good.

Because wan was already a word, meaning pale. And won was already taken too.
