Of course French citizens don't need a visa for Croatia :-)))

You also don't need your passport just your national ID card is enough....

Yes. No matter where you're from, what country you're a citizen of, if you're travelling outside of your country you will have to get a visa. There are different types, and if you're just visiting, you would get a tourist visa.
