That's a funny complex question dear. Pendejo means several things: Dumb (most common one) but is not offensive, depending of course to whom you are talking to and how you are saying it. I really don't understand why people associate it with ***-hole, I've used it too but it really doesn't make any sense, maybe the "dumb" as a a-ss (Donkey). I don't know but I tell you the word has been modified in meaning big time here in the US. it also means stupid, retarded, silly, naive, and depending on how you say it you denote the "offensive" level for it. It's very casual for South American Spanish, (Specially Colombia and Venezuela)

In Spain they talk Castillian (classic) Spanish; in Mexico they talk Mexican Spanish. even as genuinely an same language, there are some transformations in utilization; that is type of like the alterations between British English and American English, or Parisian French and Quebecois French.

Pendejo means dumb or stupid, but in some countries like Colombia (where i am from) we dont use as an offense, and sometimes we use it to talk to friends, but in some other countries it may be offensive.

In Mexico, depending on what you want to say, it can be either dumb, jerk, idiot, stupid, jackass, dummy.
It is also a derogatory way of referring to someone.
It is so widely used that few consider it offensive, although it is.

technically, "pendejo" is another name for a pubic hair.
In México it is an insult along the lines of 'dumb-***'

Thats usually and insult, and it means something like stupid, moron, dumb, and because it ends with an "o", its for males, if it ended with an "a", it would be for females.
