I always got a bit put off when someone stared at my boots, thought they were inspecting thier shine so I got nervous.

why would it be rude. He/she has probably spent s lot of time getting their boots ready for inspection. He/she would probably appreciate your admiration.

It tells a story of where he has been, and what he has done. They more messed up/damaged they more you should offer him a drink and learn his story
